City of Berkeley’s Prequalified Public Art Consultant Roster 

Open Call for Public Art Consultants

Through this open call, the City of Berkeley’s Civic Arts Program will develop a roster of prequalified art consultants which will be in effect from June 1, 2020 – December 31, 2023. This roster will be utilized by private developers who opt to create on-site art for their project. 


The City of Berkeley’s Civic Arts Program is seeking qualified Public Art Consultants for the Public Art on Private Development Program. The City of Berkeley’s Public Art on Private Projects Ordinance requires developers to devote 1.75% of the total construction cost to publicly accessible art on the proposed development, or instead pay an in-lieu fee. Per City of Berkeley’s program guidelines, developers must engage the services of a Public Art Consultant. They may select a Public Art Consultant from this roster of pre-approved Public Art Consultants or may alternatively submit the qualifications of an individual not on the pre-approved list for Civic Arts Program approval. 

Please submit your qualifications to be considered for the “Prequalified Roster of Public Art Consultants” which will be in effect for almost three years (until December 31, 2023). This roster will be utilized by developers who are seeking an art consultant to manage the “Public Art” component of their building project in Berkeley. Consultants are contracted and paid directly by the developer and not through the City of Berkeley. 

The services may include, but are not limited to: develop the project’s public art plan, artist selection, interface with the City of Berkeley on approvals, provide expert project management, develop and manage artwork fabrication and installation, manage the art budget, and other duties as needed.

Open to all qualified professional public art consultants located in Northern California. A qualified Public Art consultant may be a curator, designer, or art consultant with proven experience of overseeing artist selection and management of art in public places. Consultants must demonstrate successful completion of three public art projects which may include:  commercial, residential, sculpture parks, or any publicly accessible on-site art projects.

How to Submit:

Please submit your application through Submittable below, including interest letter, resume, up to 15 images total of work sample documentation for the three completed public art projects, and annotated list detailing the image number, artist, artwork description, project location, building type, art budget, and art consultant’s role in the public art projects.

Selection Process:

All qualifications submitted will be screened by the Chief Cultural Affairs Officer and approved by the Civic Arts Commission.
